Because of the large number of potential threats to drinking water, development of standards for drinking water requires significant resources and expertise, which many countries can afford.

In European countries, many consumers believe that natural mineral waters have medicinal properties or provide other health benefits. These waters are generally high in minerals and in some cases substantially higher than the concentrations normally accepted in drinking water. These waters have a long history of use and often accepted because they are considered foods rather than drinking alone. Although certain mineral waters may be useful to provide important micronutrients, such as calcium, the World Health Organization (WHO) is unaware of any convincing evidence to support the positive effects of consumption of mineral water.
